Requests for Qualifications – Claims Service Providers

The purpose of this RFQ is to obtain detailed qualifications from Respondents for providing professional claims services to the Texas Windstorm Insurance Association and Texas FAIR Plan Association (hereinafter referred to as TWIA/TFPA). 

Important Note 

All Respondents who currently service TWIA/TFPA will be subject to a performance review during this RFQ process. All Respondents, new and current, will be subject to follow-up communication after the submission window closes, in order to obtain clarification about qualification responses. 

Service Area 
TFPA provides coverage to the entire state of Texas.

TWIA provides coverage in the 14 coastal counties and parts of Harris County. 

Qualifications & Requirements 

Respondents must meet at minimum the following qualifications to be considered: 

  • Comply with all applicable legal requirements, administrative regulations, and provisions of the Texas Insurance Code and the Texas Administrative Code. 
  • Be able to service the entire location of work for TWIA and TFPA. 
  • Follow reporting thresholds and guidelines set forth by TWIA/TFPA. 
  • Maintain a Business Continuity/Disaster Recovery plan. 
  • Maintain an Information Security plan/policy, including cyber insurance. 
  • Maintain an Ethics Policy. 
  • Comply with all other terms of the contract. 

TWIA/TFPA may take other factors into consideration when selecting Respondents to include but not limited to: 

  • The ability to assist TWIA/TFPA in scaling up for large catastrophic events. 
  • The geographical location of the Respondent’s company to be consistent with TWIA/TFPA’s area of coverage.  
  • The experience level of the Respondent. 
  • The available resources of the Respondent, including qualified quality assurance personnel 

Requested Services 

TWIA/TFPA has a need for the claims services listed below. Respondents for each service will be selected until TWIA/TFPA’s projected needs for each service have been fulfilled.  

  • Residential Desk Adjusting Services 
  • Commercial Desk Adjusting Services 
  • Residential Field Adjusting Services 
  • Commercial Field Adjusting Services 

A copy of the RFQ will be posted to this page on December 2, 2024.

There will be no formal Respondent question submission period for this sourcing event.

Rights and Obligations 

TWIA/TFPA accepts no obligation for any costs incurred in responding to the RFQ and reserves the right to accept or reject any or all submissions. TWIA/TFPA is under no obligation to award a contract on the basis of the RFQ. TWIA/TFPA reserves the right to modify this RFQ and/or to issue alternate or additional RFQs at its discretion. 

Review Process 

The submissions will be reviewed by an evaluation committee. The evaluators will consider how well the vendor’s proposed qualifications meet TWIA/TFPA’s needs as described in the RFQ. It is important that all submissions be clear and complete so that the evaluators can adequately understand all aspects of the response. The evaluation process may or may not lead to a contract award.
