Public Invited to Comment as TWIA Board Meets in Galveston on 2025 Storm Season Funding 

Essential Meeting Information:  

  • TWIA’s Board of Directors will meet in Galveston on Tuesday, February 25, at 9:00 a.m. CT. 
  • The Board is expected to determine the Association’s 1:100 probable maximum loss (PML) and reinsurance needs for the 2025 storm season. 
  • Members of the public can provide written comments via email before the meeting or provide virtual or in-person comments at the meeting.  

The Texas Windstorm Insurance Association’s Board of Directors will meet at the Moody Gardens Hotel in Galveston on Tuesday, February 25, at 9:00 a.m. CT. The meeting agenda and materials are available for public review. 

2025 Storm Season Funding 

The Board is expected to determine the Association’s 1:100 probable maximum loss (PML) and reinsurance needs for the 2025 storm season. The 1:100 PML is the level of losses that would be expected to occur only 1% or less of the time. This benchmark establishes the minimum amount of reinsurance needed to meet TWIA’s statutory funding obligation for the upcoming storm season. 

The Association’s catastrophe modeling vendor, Aon, will present information on catastrophe model projections for the 2025 storm season and be available to answer questions to aid the Board in its decision. Upon its determination of the 1:100 PML, the Board is expected to provide instructions to staff and the Association’s reinsurance broker on the amount of reinsurance to pursue for the upcoming storm season. 

It is anticipated that TWIA’s 1:100 PML and reinsurance needs will again rise significantly due to increases in the Association’s policy count and exposure (the total insured value of all property insured) and depletion of the Catastrophe Reserve Trust Fund to pay Hurricane Beryl Claims. TWIA’s policy count grew 10% in 2024, and its exposure rose nearly 19%. 

Other Business 

The Board is also expected to review the Association’s 2024 financial results, address vacancies in Board officer positions and committees, and receive reports from Association departments. Association staff will brief the Board on the withdrawal of funds from the Catastrophe Reserve Trust Fund to pay Hurricane Beryl claims. The Board will not consider changes in TWIA rates at this meeting.  

Public Participation and Comment   

All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at the Moody Gardens Hotel in Galveston or virtually via Zoom. Members of the Board and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube

TWIA provides three methods for stakeholders to provide public comment to the Board of Directors:  

1) Written Public Comment   

Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Friday, February 21, so the Board can receive and review them before the February 25 meeting. TWIA staff will provide the Board with all written comments regardless of when they are received.  

Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, at the bottom of this web post.   

2) Virtual Verbal Public Comment via Zoom   

Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone. Individuals wishing to make in-person verbal public comment must attend the meeting at the Moody Gardens Hotel in Galveston. TWIA staff will facilitate the public comment process.
