TWIA Updates & Important Information for 2025

We have several updates to share with you for 2025.

Implementing Laws Passed in the 88th Legislative Session
Here is an update on the remaining laws that we are implementing from the 2023 legislative session.

  • TWIA is authorized to establish requirements for agents who offer or sell TWIA policies (Senate Bill 2232). Stay tuned for information about these requirements when they are released in early 2025.
  • Policy nonrenewal notice requirements have changed from 30 to 60 days (House Bill 1900). To avoid a requalification nonrenewal notice from being mailed to the insured, you must submit all requested information before the 60th day prior to policy expiration.
  • The Texas Department of Insurance (TDI) has adopted rules for a law requiring Texas FAIR Plan to write property owners’ associations (POA) policies in some communities near TWIA’s coverage area. Agents who may be interested should refer to TDI’s bulletin for more information.

Upcoming 89th Legislative Session

  • The 89th Texas legislative session begins next week on January 14. We expect discussions on potential changes to how TWIA pays for storm losses, among other possible issues.
  • Our 2024 Biennial Report, mandated every two years, describes the legislative recommendations made by TWIA’s Board of Directors for the upcoming session. We will keep you informed of any significant legislative developments.

System Updates

  • We are moving our core policy, claims and billing systems, including the agent and policyholder portals, to the cloud. More information will be provided in the months ahead.
